The lock file that you are deleting should be created in %CVBDATA%GenICam\CameraGUID when the USB camera is opened and be removed when it is closed. I’m using version 13.02.002; i’ll get the latest version and see if that solves the issue.

I can confirm that upgrading to 13.03.001 solves the issue; it is no longer needed to delete the %CVBDATA%\Genicam folder after an uncontrolled shutdown, the camera can successfully be acquired after a power cycle.
